The 21st EU sanctions package and parallel measures on Belarus entered into force

On 24 July 2026 Regulation (EU) 2026/1846 entered into force, expanding the restrictive regime applied to Belarus under Regulation 765/2006.

The new package extends export restrictions on goods that could contribute to enhancing industrial capacity. The categories added include laboratory glassware, high-performance lubricants, chemicals, rubber products, steel articles, metalworking tools and industrial tractors.

Annexes Va and XXVII were also supplemented, and the list of Belarusian organisations to which the export of dual-use goods is prohibited was expanded.

In practice this means that consignments which until now moved without obstacles may fall under new restrictions from the end of July. Before planning a route through Belarus it is worth re-checking the commodity code.
