Short answer: many goods yes, some no. What the HS code decides, where to look up restrictions and what to do if the route is closed.
Cargo to Uzbekistan via Belarus and Russia

Short answer. For many goods, transit to Uzbekistan via Belarus and Russia is still possible; for some goods it is prohibited. It is decided not by the product name but by its HS code.

What decides the restriction

Export and transit restrictions are set by EU Regulations 765/2006 (Belarus) and 833/2014 (Russia) and their annexes listing codes. The lists change with new sanctions packages, so check the current version before loading. Dual-use goods are a separate matter with their own rules and licences.

How to check your code

1. Identify the HS code from the supplier documents or invoice. 2. Enter it in the free HS code check — it shows whether the route via Belarus and Russia is open. 3. Compare the result with the current text of the regulations on EUR-Lex. A wrong code is a common reason for cargo to be stopped at the border.

What to do if the route is closed

Cargo closed for transit does not have to stay home: there is a route via Turkey, Georgia and the Caspian Sea. It takes 18–28 days and costs more, but runs outside Belarus and Russia. If only Belarus is closed, a variant via Latvia is possible, usually 1–2 days longer. The shortest route via Belarus and Russia takes about 9–15 days to Tashkent.
